Born in August 1964, graduated from Shandong University in 1986, is professor-level senior engineer with the rank of Party Secretary and general manager of Shenyang Rubber Research and Design Institute Co., LTD. He is also the chairperson of National Standardization Technical Committee on Rubber and Rubber Products (SAC/TC35), the chairperson of Technical Committee on Rubber of Chinese Society for Testing and Materials (CSTM), a Council member of China Chemical Enterprise Management Association (CCEMA) and Shenyang High-level talent - Outstanding talent. Mr. Chang Min has won honorary titles including the National Advanced Individual in the Fight against COVID-19, Liaoning May Day Labor Medal, Shenyang Model worker，etc.

Mr. Min Chang who is working in rubber industry for nearly 40 years has deep attainments in the field of rubber hoses. Under his leadership, the team has complete a number of national major projects and made outstanding contributions to the development of the industry. Mr. Chang Min actively promoted the development of standardization in rubber industry as well and led Chinese delegation to attend the annual meetings of ISO/TC 45 Rubber and rubber products for many times. With the participation of Mr. Chang Min, ISO 17324:2014, Rubber hoses for automotive turbochargers — Specification which is the first ISO standard led by China was published, achieving a breakthrough of zero in China’s rubber industry.
