Mr. Jinlan Liu, born in 1950, is chairman of Xingda International Holdings Ltd , and president and party secretary of Jiangsu Xingda Steel Tyre Cord Co., Ltd. He is a CPC member, senior engineer and senior economist, and has been elected as a deputy to the 11th, 12th and 13th National People’s Congresses. His honors include the second prize of National Science & Technology Progress Award, the first prize of the Science & Technology Progress Award of China Petroleum and Chemical Industry Association, and the “National May Day Labor Medal”. Besides enjoying “Special Government Allowance”, Mr. Liu has been awarded such titles as “Outstanding Builder of Socialism with Chinese Characteristics”, “Scientific Development Leader of China Rubber Industrial Enterprises”, “Excellent Science & Technology Worker of Jiangsu Province” and “Advanced Worker of Jiangsu Province for High-tech Industrialization”.
