Guangye Liu, male, was born in Weifang City, Shandong Province on 23 February, 1963. He is the professor of second-grade and doctoral supervisor of Qingdao University of Science and Technology, and winner of the Special Government Subsidy of the State Council. Currently, he is the director of Engineering Center of High Performance Polymer and Molding Technology of Ministry of Education in Qingdao University of Science and Technology, chairman of Qingdao Municipal Committee of Zhigong Party and vice chairman of the Chinese People's Political Consultative Conference of the city of Qingdao.

Prof. Dr. Liu Guangye has successively presided over and completed over 40 national, provincial and ministerial level projects and research topics, including ones of the National "863" Program, the National Military "973" Program, the National Science and Technology Supporting Plan, the National Key R & D Program, the National Technological Innovation Project, the National High-tech Industrialization Demonstration Project of New Materials, and the Major Project of Military Civilian Integration in Shandong Province. His major technical achievements include the 3rd prize of National Science and Technology Progress Award，the 1st prize of Science and Technology Progress Award of Shandong Province and other 18 prizes， more than 50 authorized patents，and publication of more than 130 academic papers including SCI and EI. Due to his contributions in scientific research, achievements transformation and local economic development, Prof. Dr. Liu Guangye has successively won a number of awards such as Special Government Subsidies of the State Council, National Advanced Workers in Chemical Industry, Experts with Outstanding Contributions in Shandong Province, Academic Leader of Shandong Province, Winner of Labor Award  of Shandong Province, Top-notch Technical Talents in Shandong Province, and winner of the First Highest Science and Technology Award of Qingdao.
