Mr. Liangqing Ma, was born in December 1964, who is a Han Chinese from Hengshui City, Hebei Province. He has a bachelor's degree in polymer materials from Qingdao University of Science and Technology, and is a professor level senior engineer, and an expert enjoying the special government allowance of the State Council. Since August 1988, Mr. Liangqing Ma has successively served as the cadre, deputy director, and director of the finished product laboratory; the director of the technical supervision department; the director of the testing and inspection center; and the deputy president of Beijing Research and Design Institute of Rubber Industry Co., Ltd.(BRDI). Mr. Liangqing Ma is mainly good at the testing and inspection of tyre products. He is the chief editor of Automobile Tyre Use and Case Analysis, and has won the second prize of the Science and Technology Progress Award of China Petroleum and Chemical Industry Federation (CPCIF) and the title of National Excellent Scientific and Technological Worker in Petroleum and Chemical Industry. Ma Liangqing is currently a member of the Party Committee and deputy president of BRDI; Chairman of Beijing Xiangyuan Rubber and Tyre Inspection Technology Service Co., Ltd; Former Director of the 8th and 9th Committee of Rubber Institute of  Chemical Industry and Engineering Society of China (RICIESC).
